Im Rahmen der globalen Strukturpolitik sieht die Bundesregierung, in ihrer Vertretung durch das Bundesministerium für wirtschaftliche Zusammenarbeit und Entwicklung, ihren Auftrag darin, einen Beitrag zur Armutsbekämpfung zu leisten. In diesem Zusammenhang wird die HIPC-Initiative als wirkungsvolles device verstanden, dieses Ziel zu erreichen.
